    Assessing the risk and effect of climate change with two-layer fuzzy logic-SWARA: A comparative practice in Turkiye

    Many factors such as population growth, development of industry/technology, and increase in production-consumption disrupt the ecological balance and cause climate change, which is a global problem. Determining the criteria that cause climate change is very important in finding effective solutions to the problem. In the study, the criteria were determined, weighted with a new method, Step-wise Weight Assessment Ratio Analysis (SWARA), and ranked according to their priorities with two-layer fuzzy logic model. The Fuzzy SWARA method allows the evaluation process, which becomes complicated due to the difficulties and factors experienced in decision-making, to be carried out more effectively and realistically. The risk and effect of climate change in Turkiye were evaluated regionally. However, the developed model also has a wide application area. Research findings revealed that the highest risk/effect of climate change have the Marmara and Central Anatolia regions. The lowest risk region is the Eastern Anatolia. Air pollution, population growth and deforestation have the highest weights. Important suggestions have presented especially for priority criteria. In this way, the factors that should be prioritized in climate change environmental problem solutions have been revealed and will make it easier for researchers and managers to provide more effective management.

    Decision analysis related to the renewable energy investments in Turkey based on a Fuzzy AHP-EDAS-Fuzzy FMEA approach

    Due to the factors such as technological developments, industrialization, population growth, etc. the energy need in the world is constantly increasing and the available resources are insufficient to meet this need. Therefore, the search for alternative energy sources has accelerated recently and this situation has directed the countries to renewable energy. Although the use of renewable energy had gone until before of the first industrial revolution, it has become a very popular area today due to significantly eliminating the increasing concerns related to the security of energy supply, being environmentally friendly, and has positive economic effects. For this reason, nowadays countries form their strategies, policies, and goals related to the energy sector with a focus on renewable energy and make serious investments in this field. Owing to the current importance of the issue, in this study it is aimed to determine how the optimum investment decisions could be taken at the renewable energy sector in Turkey. Five renewable energy alternatives which are hydropower, solar energy, wind energy, geothermal energy and biomass energy, were taken into consideration. First of all, using the Fuzzy Analytical Hierarchy Process and the Evaluation Based on Distance from Average Solution methods, the importance weights of renewable energy alternatives were found and they were prioritized. Afterwards, the risks of renewable energy alternatives were found with the Fuzzy Failure Mode and Effect Analysis. Finally, the best alternatives were determined by comparing the evaluation results. When the results of study were analyzed it was clearly seen Turkey should focus on hydropower and wind energy in renewable energy investments.

    Determination of the focus strategies related to renewable energy for turkey by using the fuzzy sectional SWOT

    Determining the strategies that Turkey need to focus at the renewable energy field is aimed in this study. For this, an integrated method called the Fuzzy Sectional SWOT consisting of the Fuzzy AHP and the Sectional SWOT methods was used. Some disadvantages of the traditional SWOT analysis are eliminated with the method used. Firstly, the renewable energy field was divided into 6 sub-sections (hyropower, solar, wind, biomass, hydrogen and geothermal) according to the logic of Sectional SWOT analysis. Then strengths, weaknesses, opportunities and threats for each of these sub-sections were determined using the Sectional SWOT analysis. Weights were found with the Fuzzy AHP method for each of the renewable energy sources and they were prioritized according to these weights. Finally, focus strategies related to renewable energy field for Turkey were obtained with the creation of strategies related to renewable energy sources. Consequently, the focus strategies which should be primarily addressed are related to use of renewable energy potential, social awareness about the renewable energy, government supports and incentives related to the renewable energy, selection of suitable areas for renewable energy plants and domestic production of the constituent parts of renewable energy plants.

    Prioritization of the treatment and disposal methods of wastes containing polychlorinated biphenyl by fuzzy multi-criteria decision-making and risk assessment

    A total of 209 different types of polychlorinated biphenyls (PCBs) with various properties have been produced from 1930 to 1970s in which they have been banned due to their toxic effects. Total produced PCBs in the world are around 15 to 20 million tons, and up to now, 5.4 million tons of PCB-containing or PCB-contaminated equipment/materials has been eliminated. The remaining 10–15 million tons still needs to be removed or managed. Moreover, PCBs are pollutants still being unintentionally formed. These pollutants can be treated or disposed of various methods. However, there is a lack of knowledge about the selection of the treatment and disposal methods and their environmental, technological, cost, and social/ergonomic evaluation perspectives and the risk assessment during method selection. In this study, a projection was presented for the management of PCBs with an integrated multi-criteria decision-making (MCDM)-risk analysis focusing on these questions. Treatment (physical, chemical, biological) and disposal (incineration, landfill, supercritical water oxidation/gasification (SCWO/G), and pyrolysis/gasification) methods for the management of PCB-containing waste have been prioritized by fuzzy-analytical hierarchy process (F-AHP) in terms of environmental, technology, cost, and social/ergonomic criteria. Risk analysis was also made in terms of these criteria for considered alternatives, and compliance with risk and MCDM was evaluated. As a result of the study, priority methods among alternatives were determined as chemical treatment and SCWO/G. It has been determined that the weight values of the main criteria of environmental, technology, cost, and social/ergonomics were close to each other, but the emission criterion of the sub-criteria was determined to be of higher priority. In the risk analysis, chemical treatment and SCWO/G methods have been found to carry a more acceptable risk. Thus, it has been evaluated that these methods provide more superiority than other methods. © 2020, Springer Nature Switzerland AG.

    Yangın stratejilerinin oluşturulması için istatistik veri türlerinin Türkiye (İstanbul ili örneğinde) ve seçilmiş ülkeler ile karşılaştırılması

    Doğal ve insan kaynaklı afetler sonrasında meydana gelen yangınlar ve yarattığı kayıpların toplum üzerinde travmatik sonuçlar yarattığı bilinmektedir. Afetlerin yaratacağı zararların en az olması, risklerin önceden belirlenmesine ve böylece afet sonuçlarının yönetilebilir olmasına bağlıdır. Afetler ve özellikle yangın afetlerinin toplum üzerinde oluşturduğu maddi manevi kayıplar ile sosyokültürel travmaların yanında eko sistemdeki müthiş etkileri her gün biraz daha hissedilmektedir. Bundan dolayı özellikle yangın güvenliği konusunda toplumsal bilinci yüksek, teknoloji üretip satan veya bu konuda standartları oluşturan ülkelerde yangın istatistiklerinin stratejilerini belirlemeye yardımcı olacak nitelikte tutulduğu ve kullanıldığı söylenebilir. Bu güvenlikli ilişkiler zincirinin güçlü olması öğrenen sistemlerin kurulması ile mümkündür. Tüm unsurların ölçülebilir-değerlendirilebilir ve ders alınıp geliştirilebilir veri sisteminin oluşturulması ve kurulmasında temel faktör sağlam, bilimsel ve hedefe dönük istatistik veri havuzu kurulması ve farkındalık oluşturulmasıdır. Bu çalışmada, 2008 ve 2018 yılları arasında İstanbul’da meydana gelen yangınlara ait istatistikler ile ABD, Çin ve AB ülkelerinin yangın istatistikleri karşılaştırılmıştır. Karşılaştırılan ülkelerle Türkiye’de İstanbul ili özelinde tutulan yangın istatistikleri arasındaki veri tipleri incelenmiş bu çerçevede tespit edilen farklıklar belirlenmiştir. Böylece tutulan verilerin bilimsel çalışmalar ve önleyici yaklaşımla bu konuda stratejiler oluşturmaya elverişli olup olmadığı tartışılmış ve iyileştirilmesi hususunda öneriler sunulmuştur.
