Öğe Economic valuation of externalities linked to Turkish forests(Academic Journals, 2009) Öztürk, Atakan; Türker, Mustafa Fehmi; Pak, MehmetThe estimation of economic values for forest externalities that markets may not incorporate plays a key role in formulation of a successful forest policy and determination of the real contributions of forest resources to sustainable development. Both in Turkey and worldwide, determination of negative and positive externalities of forests and forestry is essential for promoting sustainable forestry development. The purpose of this study is to theoretically examine positive and negative externalities related to forest resources and forestry. Then, threshold values for possible externalities in national level of Turkish forests and forestry will be estimated in conservative manner to find out how important are the externalities of forests and forestry in Turkey. It is usually impossible to state the monetary value of all goods and services provided by forest resources in most countries. These goods and services are generally called as non-market goods and services. Therefore, the valuation of non-market goods and services as a research area is getting importance rapidly in Turkey as well as in other countries. The sum of all values, which a natural resource has, is accepted as Total Economic Value (TEV). There is no definite and rigid rule about the components of TEV and therefore, many different approaches have been discussed about this concept. In another word, the items forming the TEV are classified into main and sub- components such as positive and negative externalities or use, non-use, option, existence and bequest values. The contribution of direct and indirect use values, option values, existence values and negative externalities to the TEV are accounted for as far as possible. In Turkish forestry, the most important part of TEV is represented by the direct use values including wood and non-wood forest products. The option and existence values remain someway vague and difficult to be calculated. Therefore, the share of forestry sector which is among the main production sectors in the national economy and accounts for only 0.3%; this rate arises mainly from wood forest products, partly from non-wood forest products and very little from hunting and recreation. In this study, the TEV concept will be reviewed briefly for Turkish forestry, and then the non-wood forest products as its TEV components will be given and then the share of NWFPs in the TEV of Turkish forests will be determined by using the data of MEDFOREX Project and lastly Turkish forest resources will be discussed as far as possible from the social-economic and environmental points of views regarding the sustainable forestry and also possibilities of increasing the share of non-wood forest products in the TEV of Turkish forest resources.Öğe Odun işleyen firmaların endüstriyel odun ham madde temin sürecinin araştırılması (Güneydoğu Anadolu Bölgesi örneği)(Orman Genel Müdürlüğü, 2017) Çok, Necati; Öztürk, Atakan; Doğaner, Adem; Okur, Ali; Polat, Osman; Pak, MehmetBu araştırmada, Güneydoğu Anadolu Bölgesi’ndeki odun işleyen firmaların endüstriyel odun ham madde temin süreci ele alınmıştır. Bu amaçla Gaziantep, Şanlıurfa, Diyarbakır, Adıyaman, Kilis ve Mardin illerinde faaliyet gösteren ilgili firmalar ziyaret edilerek yüz yüze görüşmeye dayalı anket çalışması gerçekleştirilmiştir. Anket çalışması ile firmaların mevcut durumu, ham madde temin süreçleri ile ham madde temininde devlet orman işletmeleri ile olan ilişkileri ve yaşadıkları sorunlar ortaya konmuştur. Böylece Orman Genel Müdürlüğü ve bağlı devlet orman işletmelerinin müşteri talep ve beklentileri doğrultusunda yeni pazarlama stratejileri oluşturabilmelerine veya mevcut pazarlama stratejilerine katkı sağlayacak bir bilgi birikimi elde edilmiştir.Öğe Orman kaynaklarının işlevlerine ilişkin toplumsal bilinç düzeyinin incelenmesi: Eskişehir ili örneği(Artvin Çoruh Üniversitesi, 2011) Pak, Mehmet; Berber, HasanBu araştırmada, toplumun orman kaynaklarının işlevleriyle ilgili bilinç düzeyinin ortaya konulması hedeflenmiştir. Bu amaca ulaşmak için; Eskişehir ilinde toplumun değişik kesimlerinden rastgele seçilen 480 kişiyle yüz yüze anket çalışması gerçekleştirilmiştir. Bu kapsamda, ankete katılanların orman kaynaklarının işlevleriyle ilgili bilinç düzeylerinin ölçülmesinde üçlü Likert ölçeğini esas alan sorular kullanılmıştır. Araştırma sonucunda, orman kaynaklarının işlevlerine ilişkin olarak ankete katılanların %3,8’inin düşük, %25,8’inin orta ve %70,4’ünün yüksek bilinç düzeyine sahip oldukları belirlenmiştir. Ayrıca, bu bilinç düzeyinin insanların cinsiyet, yaş, eğitim ve aylık gelir durumları gibi sosyo-ekonomik özelliklerine göre de farklılık gösterdiği tespit edilmiştir.Öğe Tomruk üretiminde bilgisayar destekli optimum boylama yönteminin kullanılması(Artvin Çoruh Üniversitesi, 2010) Akay, Abdullah E.; Serin, Hasan; Pak, Mehmet; Yenilmez, NeşeOrman ürünlerinin üretiminde ağaçtan elde edilecek toplam ekonomik değerleri en yüksek miktara çıkarmak için bütün muhtemel boylama kombinasyonları hızla değerlendirilmeli ve bunlar arasından optimum boylama kombinasyonu seçilmelidir. Birçok alternatif çözüm içeren bu tip problemlerin sistematik olarak çözülebilmesi için bilgisayar destekli yöntemlere gereksinim duyulmaktadır. Bu çalışmada, ağ analizi tabanlı NETWORK 2001 yazılımı kullanılarak tek ağaç düzeyinde optimum boylama yöntemi uygulanmıştır. Uygulama, Artvin Orman Bölge Müdürlüğü, Ardanuç Orman İşletme Müdürlüğü, Ovacık Orman İşletme Şefliği sınırlarında yer alan Kafkas Göknarları (Abies nordmanniana) üretim sahasında gerçekleştirilmiştir. Daha sonra, optimum boylama yönteminden elde edilen sonuçlar ile geleneksel boylama yönteminin sonuçları karşılaştırılmıştır. Sonuçlar, optimum boylama yönteminin üretilen ağaçların toplam ekonomik değerlerini %12’ye kadar (ortalama %5,20) arttırabileceğini göstermiştir. As a research area, this topic is gaining importance rapidly in Turkey as well as in other developing countries. In this study, the contribution of direct and indirect use values, option values, existence values and negative externalities to the Total Economic Value (TEV) were accounted. The most important share of Turkish forestry in its TEV was represented by the direct use values including wood and non-wood forest products. The option and existence values remained somewhat vague and difficult to calculate. In this study, the TEV concept was reviewed for Turkish forestry, and then the TEV components of forest resources were presented and discussed. From the calculations undertaken for each TEV component, it turned out that the positive TEV component of Turkish forests was about US$ 1 704 810 889.48. This figure should be considered as a minimum estimate due to the fact that the values of many externalities assumed lower bounds being based on conservative assumptions
