    Ekosistem tabanlı çok amaçlı planlama (Camili planlama birimi örneği)

    Yağmur ormanlarının giderek azalması, orman sağlığının bozulması, biyolojik çeşitliliğin azalması, nesli tükenen türlerinin artması, su kaynaklarının giderek azalması ve kirlenmesi, erozyonla toprakların kaybolması gibi olumsuzluklardan dolayı insanların ormanlardan yararlanma şekli değişmiş ve yoğunluğu da J artmıştır. Aynı zamanda, odun üretimi yanında ekolojik ve sosyo-kültürel değerlerin en az ekonomik değerler kadar önemli olduğu anlaşılmıştır. Orman ürünlerine olan talebin artması, planlama birimindeki işletme amaçlarının çeşitlenmesi ve birbirleriyle çelişmesi, ormanın bir bütün olarak ele alınması gerekliliği, yeni bir planlama yaklaşımının ortaya çıkmasına neden olmuştur. Çok amaçlı planlama olan bu yaklaşım, 1 orman ekosistem dengesini bozmadan, orman kaynaklarından optimal düzeyde insanların yararlanmasını sağlamaktadır . Ekosistem tabanlı çok amaçlı planlamada yalnızca ormanların sürekliliği değil ekosistemin sürekliliği ve ekosistem sağlığı esas alınmaktadır . Bu bildiride, biyolojik çeşitlilik (BÇ) (bitkisel tür ve ekosistem), yaban hayatı, koruma değeri yüksek ormanlar, ulusal savunma fonksiyonu, ekolojik geçiş bölgesi gibi bir çok orman değerini/fonksiyonunu barındıran, bu değerler bakımından ulusal ve uluslar arası öneme sahip, aynı zamanda uluslar arası bir projenin (GEF II) gerçekleştirildiği Camili Planlama Birimi çalışma alanı olarak seçilmişt ir. Ülkemizin önemli biyocoğrafik bölgelerin i temsil etmesi, BÇ açısından zengin olması, alanda bozulmanın az olması ve doğal bir yapının egemen olması, Camili planlama biriminin sürdürülebi lir •ormancılık açısından önemini ortaya koymaktadır . Bu planlama birimi esas alınarak ekosistem tabanlı çok amaçlı planlamanın tanımı, genel esasları, uygulamadaki mevcut kriter ve göstergeleri ortaya konulmuştur. Bu planlama biriminde, üretim, Yüksek Dağ Ekosistemi, Koruma, Ulusal Savunma Fonksiyonu olmak üzere dört ana fonks iyon ve bu fonksiyonların altında Ekosistemi İyileştirme (Rehebilitasyon), Özellikli Alanlar, BÇ, Tabiatı Koruma, Ekolojik Geçiş Bölgesi olmak üzere beş alt fonksiyon belirlenmiştir. Temelde koruma ağırlıklı bir yararlanmanın düzenlenme felsefesi ağırlık kazanmıştır. Doğal yapının ve kültürel değerlerin korunmasıyla birlikte, ek,oturizim, rehabilitasyon ve bitkisel süksesyon (sıralı değişim) açısından da ciddi problemlerin yaşandığı 'alanların varlığı ortaya konulmuştur . Sonuçta, çok amaçlı planlama yaklaşımıyla koruma felsefesi ve katılımcılığın aktif olarak eyleme dönüştüğü bu ve benzer alanlarda, her bir alt zon/fonksiyon içerisinde yapılacak faaliyetlerin diğer ilgi-çıkar gruplarıyla birlikte hazırlanması gerektiği benimsenmiştir . •

    Evaluation of forest fire risk with GIS

    This paper uses GIS to describe and evaluate forest fire risk considering the most important factors affecting fire behavior at fine scales. The study was implemented in Yesilova Forestry Enterprise in the Mediterranean city of Kahramanmaras, Turkey. To determine an overall fire risk index for the study area, fire risk rating (extreme, high, moderate, or low) was assigned to decision variables (i.e. species composition, stand development stage, stand crown closure, slope, insolation, settlements, and roads) according to their risk potentials. Additionally, the visibility analysis of fire towers was carried out for monitoring of forests in the case study area. Finally, visibility analysis and a forest fire risk map were evaluated together for determining the efficiency of fire towers. Results indicated that more than half of the total forested area (65.7%) was classified as low category in the fire risk map. According to visibility analysis, the existing fire tower was able to monitor only 37% of forest areas; therefore, it was essential to consider new fire towers for monitoring the overall study area. After locating a potential new fire tower in the study area, it was found that about 71.8% of the area was with the visible zones of two fire towers.

    An innovative tool for mapping forest fire risk and danger: Case studies from eastern Mediterranean

    Forestfires are one of the most important factors for forestecosystem and cause ecosystem destruction such as decreasingforest area, biodiversity in the Mediterranean region. Türkiyelocated in Mediterranean region is exposed to hundreds offiresevery year, which damage forest. Mapping forestfire risk anddanger constitutes an important basis for preventingfiredamages. Geographical Information System is used for mappingforestfire risk and making the accurate and fast decision. Thisstudy is designed to develop a GIS-based decision supportsystems (DSS) to produce a forestfire risk and danger map forTürkiye. DSS uses topography, stand structure and anthropogenicfactors for mapping forestfire risk and danger. DSS wasdeveloped using the C-sharp (C#) programming language withthe help of Add-in in the ArcGIS. DSS has been successfully testedon case study sites in Kozan and Milas Forest Enterprises inTürkiye. In conclusion, the DSS has contributed to the forestmanagers tofight forestfire effectively. This study will make animportant contribution to both the General Directorate ofForestry, which is in the position of implementing it, and thescientific community.

    Mapping secondary forest succession with geographic information systems: a case study from Bulanikdere, Kırklareli, Turkey

    Developing forest management plans for sustaining the full range of forest values is a challenging task. One of the difficulties in this process is to set and achieve management objectives, and conservation targets. A sustainable forest management concept requires that a target forest structure (the composition and the configuration) be set before developing alternative management actions for the achievement of management objectives and the conservation targets. In this respect, developing and understanding vegetation succession play important roles in setting the target forest conditions. This study was conducted in the Bulan›kdere Forest planning unit (K›rklareli, Turkey) where the biodiversity-integrated multiple-use forest management planning process is conducted as part of the GEF project. The seral stages of secondary forest succession were determined according to Clements’s succession theory by using 639 systematically distributed sample plots in the planning unit in 2003. The secondary forest succession was generated and mapped using a geographic information system (GIS) and remote sensing (RS), along with aerial photographs. The paired samples t-test was used to determine whether or not there were significant differences between estimated and calculated succession values. The difference was not statistically significant at a 95% confidence level. The results indicated that the forest has developed towards the climax stage. Around 70.1% of the area is in the competition stage, while the areas in the nudation, migration, and ecesis stages account for about 2.8%. Results show that anthropogenic disturbances and harvesting techniques have been the major causes of the succession. Under a selective harvesting regime, the trees left uncut or damaged would become the main components of the subsequent forest succession. The spatial database offers excellent opportunities to understand the vegetation dynamics and to help the forest manager in deciding future forest conditions for maintaining biodiversity.

    Orman amenajman planlarının hazırlanmasında otomasyon

    Orman ekosistemini oluşturan tüm unsurların planlama aşamasında dikkate alınması gerekliliği ve bilgi teknolojilerindeki gelişmeler, planlama yaklaşımları konusunda yeni açılımları beraberinde getirmiştir. Ekosistem Tabanlı Çok Amaçlı Planlama (ETÇAP) olarak adlandırılan bu yeni planlama yaklaşımının en önemli bileşenleri ise bilgi teknolojisi ve karar destek sistemleridir (KDS). Dinamik bir yapı arz eden orman ekosisteminin klasik araçlar yerine güncel bilgi teknolojileriyle planlanması gerekliliği ortaya çıkmıştır. Ancak, ülkemiz her ne kadar ulusal ve uluslar arası düzeyde gelişmeleri takip etme çabasında olmasına ve bu kapsamda projeler üretmesine rağmen, gerek bilgi teknolojileri açısından ve gerekse karar destek sistemleri açısından istenilen düzeye ulaşamamıştır. Ülkemizde planlama sürecinde bilişim teknolojilerinden etkin olarak yararlanılmamış ve planlama ile ilgili geliştirilen bazı bilgisayar yazılımları da tablolama yapmaktan öteye gidememiştir. Bu bağlamda, Ekosistem Tabanlı Çok Amaçlı Planlama’nın bir gereği olarak, planlayıcı ve uygulayıcıların orman ekosistemleri hakkında daha doğru, hızlı ve isabetli kararlar verebilmeleri için, Coğrafi Bilgi Sistemi (CBS) ile uyumlu yürürlükteki orman amenajman yönetmeliği kapsamında bir planlama model yazılımının (PMY) geliştirilmesi ve kullanılması artık kaçınılmaz hale gelmiştir. Bu bildiride, CBS destekli, ETÇAP planlama yaklaşımını kapsayan ve mevcut amenajman yönetmelik esaslarını dikkate alarak geliştirilmiş olan ETÇAPKlasik planlama modeli tanıtılmıştır. Geliştirilen model Sarıçdağı planlama biriminde test edilmiş, sonuçlar irdelenerek planlama sürecine olan katkıları ortaya konulmuştur.

    Using high resolution images and elevation data in classifying erosion risks of bare soil areas in the Hatila Valley Natural Protected Area, Turkey

    Soil erosion is one of the most important environmental problems. In the case of small scale areas where soil properties and climate have relatively uniform characteristics, vegetation cover and topography (i.e. ground slope) are the main factors that affect the amount of soil erosion. Lack of vegetation cover on bare soil areas, including forest road side slopes, especially in mountainous regions with steep slopes, may significantly increase the erosion rate. Determining and classifying erosion risks in such areas can help preventing environmental impacts. In this study, remotely sensed data and elevation data were used to extract and classify bare soil erosion risk areas for a study area selected from Hatila Valley Natural Protected Area in northeastern Turkey. High resolution IKONOS imagery was used to apply land use classification in ER-DAS Imagine 9.0. To generate erosion risk map of the bare soil areas, classified image was superimposed on top of slope map, generated based on a Digital Elevation Model (DEM) in ArcGIS 9.2. The results indicated that 1.43, 5.85, 34.62, 53.16, and 4.94% of the bare soil areas in the study area were under very low, low, medium, high, and very high erosion risks, respectively. The overall classification accuracy of 82.5% indicated the potential of the proposed methodology.
