Özet
Günümüz demokrasiler çok partili bir hayat, fikir hürriyeti, basın özgürlüğü, seçme ve seçilme hakkı, propaganda hakkı gibi hukuki güvenceleri gereksindirmektedir. Aynı zamanda azınlık hakları, grup aidiyetlerine saygı, katılım, yönetişim, şeffaflık, hesap verebilirlik gibi yeni standartlar aramaktadır. Tüm bu standartlar yapay zekâ ile yeniden tartışılmaktadır. Yapay zekâ ekseninde demokratik ilke ve kurumların nasıl etkilenebileceğini bulmak amacıyla yapılan bu çalışma, nitel araştırma yöntemiyle yürütülmüştür. Bu kapsamda literatür taraması, yerli/ yabancı gazetelerdeki ve sosyal medyadaki haberler çerçevesinde üçlü döngü ile çalışmanın verileri toplanmıştır. Çalışmanın sonucunda yapay zekânın demokrasiye olumlu ve olumsuz etkisinin nasıl olduğu teorik bir yapıyla açıklanmıştır. Bu bağlamda yapay zekânın demokrasiye olumlu etkileri arasında görünür ve şeffaflığın artması, yönetimin kolaylaşması vb. etkiler yer alırken; olumsuz etkileri arasında kişisel ve özel alanı deşifre etmesi, bilginin manipüle edilmesi gibi etkiler yer almaktadır. Çalışmadan elde edilen bulgular doğrultusunda, günümüz teknolojisi yapay zekâyla demokratik sistemlerin şekillenmesine yönelik önerilerde bulunulmuştur.
Today's democracies seek new standards such as freedom of opinion, the right to vote, minority rights, participation, transparency and accountability. All these standards are being discussed again with artificial intelligence. This study, which aims to find out how democratic principles and institutions can be affected in the axis of artificial intelligence, was conducted with a qualitative research method. In this context, the data of the study were collected through a triple cycle within the framework of literature review, news in local/foreign newspapers and social media. As a result of the study, the positive and negative effects of artificial intelligence on democracy were explained with a theoretical structure. In this context, while the positive effects of artificial intelligence on democracy include increasing visibility and transparency, facilitating governance, etc., its negative effects include deciphering the personal and private sphere and manipulating information. In line with the findings obtained from the study, suggestions were made for shaping democratic systems with today's technology artificial intelligence.
