Özet
Devletin etno-kültürel nitelikleriyle bilinen mekânlara dair öncelikleri arasında kenti/kentlileri ve dolayısıyla kırsalı gözetim altında tutmak, kontrol etmek ve onlar hakkında sürekli olarak veriler elde etmek gelir. Bu kabul ile hareket eden devlet, mekân ile iletişimi olan bütün unsurları kullanmaya çabalar. Bu bağlamda ticari aktiviteler içinde yer alan kimi iktisadi aktörleri de mesleklerini icra ederken devletin bu önceliğine hizmet edecek bir noktaya zorlanırlar. Böylece iktisadi aktörler asli mesleklerinin yanında başka meslekler/işlevler de üstlenirler. Hatta bu işlevler kimi zaman aktörlerin asıl işlevlerini silikleştirir. Hal böyle olunca mesleğin kendisine dair algı da başka bir yerden kurulur ve bu haliyle içerikleri tartışmalara konu olabilir. Türkiye’de “Çerçilik” deneyimi de bu anlamda farklı işlevler üstlendiği yönünde çeşitli algı ve tartışmalara konu olmuş bir ticari faaliyet alanı olagelmiştir. Bu makalede yakın tarihimize kadar etkin bir ticari faaliyet alanı olan “Çerçiliğin” güvenlik bağlamında farklılaşan işlevleri, etno-kültürel nitelikleriyle bilinen Dersim’deki durumu açığa çıkarılmaya çalışılmıştır. Dersim’deki bu yaygın algının bir parçası olarak bir köyden hareketle çerçilik ile güvenlikçi politikaların nasıl bir sürecin ürünü olarak ortaya çıktığı çerçi-köylü ilişkileri üzerinden açığa çıkarılmıştır.
Among the priorities of the state towards places identified by their ethno-cultural characteristics is putting these places under surveillance and control, thereby trying to acquire data from them. Functioning within this given framework, the state tries to make use of all the elements that communicate with the place. In this regard, some economic agents, while carrying out their trade functions, are forced into a situation in which they come to serve that priority of the state. This way, these economic agents assume different functions beside their main professions. These different functions may even obscure the main profession of these agents. Under these circumstances, perceptions towards the profession are reconstructed through utterly different reference points and thus become a subject of discussions with its new content. In this sense, the experience of peddling (çerçilik) in Turkey has been a subject of debate for assuming different functions than simple trading. This article attempts to clarify the differing functions of peddling, which had been an active field of business until recently, within the context of security politics through the case of Dersim known for its particular ethno-cultural characteristics. Based on the case study of a village and as part of a widespread perception in Dersim, this article examines the processes that lie behind the emergence of peddling and security oriented politics through an analysis of the form of relations between peddlers and villagers.
