Özet
Avrupa Birliği’nin önemli politika başlıklarından olan çevre politikası bugün 200’ün üzerinde yönerge ve tüzük içermektedir. Bu çerçevede başta su çerçeve yönergesi olmak üzere ilgili mevzuat ortaya konularak, Türkiye’nin uyum düzeyi değerlendirilmeye çalışılacaktır. Sürdürülebilir su kullanımı kavramı ortaya konulduktan sonra, AB’nin çevre politikasının önemli alt başlıklarından biri olan su konusu, bu çalışmada Birlik mevzuatı çerçevesinde kısaca incelenecektir. Bu amaçla Türkiye’de su ile ilgili kurum ve kuruluşlarla müzakere sürecinde yapılan gerek kurumsal gerekse yasal düzenlemeler incelenmeye çalışılarak genel bir değerlendirme yapılmaya çalışılacaktır. 2009 yılında İsveç dönem başkanlığında müzakerelere açılan çevre faslındaki su konusunda 2012 yılında önemli mesafeler alınmış olsa da özellikle uygulama konusunda Türkiye’nin AB’ye uyum sürecinde önemli güçlükler yaşanması muhtemeldir.
Today, the environmental policy of the European Union includes directives and regulations with over 200 titles of major policy. In this context, Turkey’s level of alignment will be evaluated, putting forth the relevant legislation to the water framework directive After putting forward the concept of sustainable use of water, which is one of the important sub-titles in the environmental policy of the EU, it will be briefly examined in this study under the legislation of the Union.. For this purpose, it will be aimed to examine a general evaluation of the institutional and legal arrangements in the negotiation process with the waterrelated institutions and organizations in Turkey. Environment chapter, which was opened in 2009 to the negotiations during the Swedish Presidency in 2009, even though significant steps have been taken about the subject of water, it is likely to occur significant challenges in practice, especially Turkey’s process of EU accession.
