Brexit ve tarımsal dış ticaret: Gümrük Birliğinin kapsamının genişletilmesi üzerine bir çalışma

| dc.description.abstract | 23 Haziran 2016 tarihinde gerçekleşen referandum sonucunda Birleşik Krallık, Avrupa Birliğine Lizbon Anlaşmasının 50. Maddesi gereğince birlikten ayrılmak istediğini bildirmiştir. Referandumun gerçekleştirilmesinden 24 Aralık 2020 tarihine kadar belirsizliğini koruyan Brexit sürecinin yaratacağı ekonomik etkilerin tahmin edilerek atılacak uygun adımlarla, politikaların hayata geçirilmesi son derece önemli hale gelmiştir. AB’nin birlik dışı ülkelerle geliştirmiş olduğu ilişki modellerinden birinin Birleşik Krallık için tercih edilmesi durumunda ortaya çıkması muhtemel ticari etkiler tahmin edilmektedir. Bu çalışmada Türkiye ile AB arasından var olan Gümrük Birliği Modelinin, Birleşik Krallık için de geliştirilmesi ve bu yeni durumun AB’nin tarımsal dış ticaretine olası etkileri seçilen 4 tarım ürünü üzerinden hesaplanmaya çalışılmıştır. Tarımsal ürünlerin bölgesel özelliklere sahip olmaları nedeniyle birbiriyle tam ikame olamayacakları varsayımına dayanan Armington Modeli ile benzetim yapılmıştır. Yapılan hesaplamalar sonucunda AB’nin bu ürünlere yönelik yapacağı toplam ithalatın %18,1 oranında azalacağı ve Birleşik Krallıktan yapacağı ithalatın %45,6 oranında azalacağı tahmin edilmektedir. | |
| dc.description.abstract | As a result of the referendum held on 23 June 2016, the United Kingdom informed the European Union that it wanted to leave the Union in accordance with Article 50 of the Lisbon Treaty. It has become extremely important to implement policies with appropriate steps by estimating the economic effects of the Brexit process, which remained uncertain from the realization of the referendum until December 24, 2020. If one of the relationship models developed by the EU with non-union countries is preferred for the United Kingdom, the effects are estimated. In this study, with the assumption that the Customs Union Model between Turkey and the EU is the new relationship model to be carried out with the United Kingdom, the possible effects on the agricultural foreign trade of the EU were tried to be calculated on the selected 4 agricultural products. A simulation has been made with the Armington Model, which assumes that agricultural products cannot be perfect substitutes for each other due to their regional characteristics. As a result of the calculations, it is estimated that the EU's total imports for these products will decrease by 18.1% and the imports from the United Kingdom will decrease by 45.6%. | |
