Özet
Demografik dönüşüm, yaşlılık olgusunu modern sosyal politika tartışmalarının merkezine yerleştirmiştir. Türkiye’de yaşlılık hizmetleri büyük ölçüde bakım organizasyonu ekseninde gelişmiş olmakla birlikte yaşlı bireyin psiko-sosyal gelişimini, anlam arayışını ve varoluşsal bütünlüğünü destekleyen geragojik danışmanlık modelleri yeterince kurumsallaşmamıştır. Bu çalışma, Almanya, Avusturya ve İsviçre’den oluşan DACH bölgesindeki geragojik temelli yaşlılık danışmanlığı uygulamalarını karşılaştırmalı olarak analiz ederek Türkiye için “Bilgece Yaşlanma Danışmanlığı” adıyla sentez bir model önermeyi amaçlamaktadır. Araştırma nitel araştırma yaklaşımına dayalı olarak karşılaştırmalı sosyal politika analizi ve doküman incelemesi yöntemleri ile gerçekleştirilmiştir. Veri kaynakları arasında DACH ülkelerinin yaşlılık raporları, sosyal hizmet mevzuatı ve uygulama protokolleri yer almaktadır. Analiz sürecinde gerontoloji, geragojik ve varoluşsal yaşlanma kuramları temel referans çerçevesi olarak kullanılmıştır. Bulgular, DACH ülkelerinde yaşlılık hizmetlerinin “defisit odaklı” yaklaşımdan “yetkinlik ve potansiyel odaklı” paradigma değişimine yöneldiğini göstermektedir. Özellikle Almanya’da proaktif vaka yönetimi, Avusturya’da toplum temelli sosyal rehberlik ve İsviçre’de özerklik temelli yaşam tasarımı modelleri öne çıkmaktadır. Bu modeller yaşlı bireyi pasif hizmet alıcısı değil, deneyimsel bilgelik üreten aktif özne olarak konumlandırmaktadır. Çalışma sonucunda Türkiye için gerontolojik danışmanlık ve yaşam rehberliği modülünün sosyal hizmet mevzuatına entegrasyonu, ASDEP personelinin geragojik yetkinliklerle güçlendirilmesi ve yaşlılık eğitimine yönelik müfredat reformu önerilmektedir. Böylece yaşlılık hizmetlerinin bakım merkezli yapısından gelişim ve anlam temelli bir sosyal hizmet paradigmasına evrilmesi hedeflenmektedir.
Demographic transformation has placed the phenomenon of aging at the center of contemporary social policy debates. Although elderly services in Türkiye have traditionally developed within a care-oriented framework, geragogical counseling models supporting the psychosocial development, meaning-making processes, and existential integrity of older individuals remain insufficiently institutionalized. This study aims to comparatively analyze geragogical elderly counseling practices in the DACH region (Germany, Austria, and Switzerland) and propose a synthesized model titled “Wise Aging Counseling” for Türkiye. The research is based on a qualitative research approach using comparative social policy analysis and document review methods. Data sources include elderly care reports, social service legislation, and professional implementation protocols from DACH countries. The theoretical framework of the study is grounded in gerontology, geragogy, and existential aging theories. The findings indicate a paradigm shift in elderly services in the DACH countries from a deficit-oriented approach toward a competence- and potential-oriented perspective. In particular, Germany’s proactive case management system Austria’s community-based social guidance model, and Switzerland’s autonomy-centered life design approach are prominent. These models position older individuals not as passive recipients of services but as active subjects who produce experiential wisdom. The study recommends integrating gerontological counseling and life guidance modules into Turkish social service legislation, strengthening ASDEP personnel with geragogical competencies, and restructuring elderly education programs. Consequently, it is aimed to transform elderly services from a care-centered structure into a development- and meaning-oriented social service paradigm.
