Özet
Divan-ı Hümayunda alınan kararların kaydedildiği defterlere Mühimme Defteri denir. Padişahın onayı alındıktan sonra gerekli yere gönderilen fermanların suretleri bu defterlere kronolojik olarak kaydedilir. Bu çalışmada 111 Numaralı Mühimmde Defteri (168.-337.) sayfaları transkrip edilmiş ve değerlendirilmesi yapılmıştır. Çevirisi yapılan sayfa aralıklarındaki hükümlerin tarihi h. 1111-1112 m. 1699-1700'dür. Bu defter Osmanlı'nın kuruluştan beri en çok toprak kaybettiği Karlofça Anlaşması'nın imzalanmasından önceki ve sonraki döneme ait hükümleri içerir. Bu tarihte Osmanlı dağılma dönemine girmiştir. 111 Numaralı Mühimme Defteri, 22. Osmanlı sultanı II. Mustafa (1695-1703) saltanatı dönemiinin siyasi, askeri, idari ve toplumsal olaylarını ele alan çalışmalar için, divan-ı Hümayuna yansıdığı kadarıyla, kaynak teşkil etmektedir.
The books in which the decisions taken in the divan-ı hümayun are recorded are called mühimme Book. The copies of the edicts sent to the required place after the approval of the Sultan are recorded chronologically in these books. In this study, numbered 111 Mühimme Book have been translated and evaluated. Date of provisions in translated page ranges is h. 1111-1112 m. 1699-1700. This book contains the provisions of the period before and after the signing of the Karlofça Agreement, where the Ottoman Empire lost the most land since the establishment. At this time, the Ottoman Empire entered the period of disintegration. Numbered 111 Mühimme Book is source of political, sociological, military administrative studies in 2nd Mustafa's reign.
