Özet
Bozulmamış doğal sistemler ve geleneksel yaşamın varlığı, aynı zamanda çeşitli yatırımlar ve turizm için yoğun talep edilen kaynaklar anlamına gelmektedir. Bu nedenle su, kıyı, orman, yayla gibi bozulmamış doğal kaynakların ölçüsüz yatırım baskısı altında oldukları ortadadır. Bunlardan en önemlisi olan su, insan hayatı için en önemli unsurdur ve temelde sanılanın aksine sınırlı bir kaynaktır. Ülkemizin enerji açığını kapatmak ve “boşa akmasını önlemek” gibi tartışmalı gerekçelerle bütün su kaynakları, yurt sathında çeşitli tahsislere konu edilmektedir. Özellikle hidroelektrik santraller ve barajlar ile ilgili mevcut uygulamalar; sadece ekolojik değil sosyo-ekonomik anlamda da geri dönülemez zararlar verecek düzeydedir. Öte yandan bir dizi yasal düzenlemenin, doğal ekosistemlerin korunmasını zorlaştıracak hatta olanaksız kılacak hükümler içermesi de dikkatle değerlendirilmesi gereken başka bir konudur. Aslında tüm yaşam destek sistemlerini tehdit eder boyutlardaki bu etkiler, bozulmamış ekosistemlere muhtaç olan ekoturizmin de bugününü ve geleceğini yok etmektedir. Bu çalışmada, Rize ve Artvin illerinde yapımına başlanan ve planlanan yaklaşık 200 hidroelektrik santrali ve ilgili yapılar; çevreye verdikleri zarar, yasal süreç ve doğa koruma-ekoturizm bağlamında tartışılmaktadır. Ayrıca doğal kaynaklarla ilgili geleceğe yönelik bazı öngörüler ve önerilerde bulunulmaktadır.
Undisturbed nature systems and traditional lifestyle mean resources for various investment and tourism. Thus, it is obvious that undisturbed natural resources such as water, shore, forest and highlands are under strong investment pressure. Among these resources water is the most crucial for human and, contrary to general belief, it is a limited resource. Our fresh water resources are being subjected to various allocations across the country with disputable justifications such as closing the energy gap and preventing waters from flowing uselessly. The current practices related to hydroelectric power plants and dams are at the levels that will result in not only ecologically but also socio-economically irreversible damages. On the other hand, a series of legislation include provisions that virtually make protection of natural ecosystems impossible. In fact, these impacts threatening entire life support systems are destroying future of ecotourism which needs undisturbed ecosystems. In this study, about 200 hydroelectric power plants that are being built and planned to be built in the near future will be discussed in the contexts of their environmental impact, legal procedures and nature conservation-ecotourism.
