Özet
Bu çalışma, afet yönetimi sürecinde sivil toplum kuruluşlarının (STK) etkinliğini incelemektedir. Örnek olay olarak Hopa Arama ve Kurtarma Derneği (HOPAK) ele alınmış, derneğin risk azaltma, hazırlık, müdahale ve iyileştirme aşamalarındaki rolü, Sendai Afet Risk Azaltma Çerçevesi’nin (2015–2030) ilkeleri bağlamında gönüllülerle yapılan görüşmeler üzerinden değerlendirilmiştir. Araştırmanın amacı, STK’ların afet yönetimindeki rollerini HOPAK örneğiyle anlamak; derneğin yerel ve ulusal ölçekteki katkı ve etkinliğini ölçmektir. Çalışma, afet yönetimi–sivil toplum ilişkisine literatür katkısı sunmayı hedeflemiştir. Nitel araştırma tasarımıyla yarı yapılandırılmış görüşme tekniği kullanılmış, HOPAK yönetici ve gönüllüleriyle yapılan görüşmeler analiz edilmiştir. Bulgular, STK’ların afet yönetiminde toplulukları güçlendirme, risk azaltma ve müdahalede kritik roller üstlendiğini göstermiştir. Analiz üç ana tema ortaya çıkarmıştır: devlet–STK koordinasyonu, gönüllülük ve toplumsal katılım, yerel risk azaltma ve hazırlık. Bunlar on alt başlıkta irdelenmiştir. Katılımcılar HOPAK’ın AFAD ile akreditasyon, ortak eğitim faaliyetleri ve toplumda afet bilincini artırıcı çalışmalara vurgu yapmıştır. Çalışma, STK rollerini somutlaştırarak literatüre katkı sağlamakta; arama–kurtarma ve akreditasyon süreçlerine katılımı teşvik eden öneriler geliştirmektedir. Araştırmanın sınırlılıkları, yalnızca HOPAK örneğiyle sınırlı kalması, görüşmelerin kısıtlı zamanda yapılması ve cinsiyet temsiliyetinin düşük olmasıdır. Buna rağmen çalışma, yerel bir STK’nın afetlerdeki rolünü uluslararası ilkeler ışığında inceleyen özgün bir örnek sunmaktadır.
This study examines the effectiveness of non-governmental organizations (NGOs) in disaster management. As a case study, the Hopa Search and Rescue Association (HOPAK) was analyzed in terms of its roles in the stages of the disaster management cycle—risk reduction, preparedness, response, and recovery—within the framework of the Sendai Framework for Disaster Risk Reduction (2015–2030), based on interviews with volunteers. The aim is to understand the roles of NGOs in disaster management through the HOPAK example and to assess the association’s contributions and effectiveness at local and national levels. The study seeks to contribute to the literature on disaster management–civil society relations. A qualitative research design was employed, using semi-structured interviews with HOPAK managers and volunteers. Findings indicate that NGOs play critical roles in empowering communities, reducing risks, and conducting response activities. The analysis highlights three key themes: state–NGO coordination, volunteering and community participation, and local risk reduction and preparedness. Participants emphasized HOPAK’s accreditation and joint training activities with AFAD, as well as its efforts to raise disaster awareness and promote solidarity. By concretizing the roles of NGOs in disaster management, the study contributes to the literature and offers recommendations for strengthening NGO participation in search and rescue and accreditation processes. Limitations include the focus on a single NGO, the time constraints of interviews, and limited gender representation. Despite these, the study presents an original case analyzing a local NGO’s role in disasters within the framework of international principles.
