Özet
Bu çalışmanın ana amacı Doğu Karadeniz bölümünde Klasik Dönem Osmanlı’sından günümüze kadar gerçekleşen mekân üretimi pratikleri ve temsillerinin açığa çıkarılmasıdır. Bu bağlamda hegemonik söylemin bir aracı olarak 1941 Coğrafya Kongresi’yle ortaya çıkarılan söylemsel mekânın Doğu Karadeniz bölgesindeki haritalanması merkeze alınmıştır. Bu söylemsel mekânı göz önüne alarak çalışmanın sorusu “bu bütünlüğü oluşturan iktisadi, idari ve sosyal yapılar, zaman-mekân bağlamında nasıl bir süreklilik ve değişim çizgisi izlemiştir?” şeklinde formüle edilmiştir. Bu bağlamda bu söylemsel mekânın arka planını, Klasik Dönem Osmanlı’sından Cumhuriyet’e değişen ve dönüşen oranlarda süreklilik gösteren sınırlar içerisindeki sosyal mekân üretimleri oluşturmuştur. Bu söylemsel mekân aynı zamanda kalkınmacı ve neoliberal dönemin ölçek yapılandırmasına da referans oluşturmaktadır. Öte yandan çalışmanın kuramsal arka planını eleştirel coğrafya ve mekân kuramları içinde geliştirilen sosyal mekân üretimi, yenidenölçeklenme ve söylemsel mekân kavramları oluşturmuştur
The fundamental aim of this study was to disclose and describe the practices and representation of the social space production in Eastern Black Sea Region through the Classical Ottoman Period to the present. In this context the discourse space of Easternn Black Sea Region constituting as part of hegemonic discourse which arose out of the mapping processes in the Congress of Geography conducted in 1941, was put into the center of attention. Considering this discourse space the fundamental question of this study was formulated as such: what sort of a continuity and change do the economic, administrative and social reasons that constituted this region as a unity reflect in the historical time-space framework? In this context, the background of this discourse space was constituted out of social space productions within certain borders that show a relative permanence through the Classical Ottoman Period to the Republican Regime. At the same time, this dis-course space became a reference point for the rescaling attempts of thedevelopmentalist and neo-liberal period of the Republican Regime. The theoretical framework of this study was formed through the concepts of social space production, re-scaling and discourse space which were developed within the literature of critical geography and critical space studies
